About Puducherry Liberation Day

Puducherry Liberation Day, also called De Facto Transfer Day, marks 1 November 1954, when India took over the administration of Pondicherry, Karaikal, Mahe and Yanam after nearly three centuries of French rule. It is a public holiday across the Union Territory of Puducherry. In 2026 it falls on Sunday, 1 November 2026.

India became free on 15 August 1947, but Pondicherry did not. The town and three other French settlements stayed under France for seven more years. Puducherry Liberation Day remembers the day the handover actually happened: 1 November 1954.

What happened on 1 November 1954?

On 1 November 1954 the French settlements of Pondicherry, Karaikal, Mahe and Yanam passed into Indian administration. France had held Pondicherry since the French East India Company set up a trading post there in 1673, and had added Mahe in the 1720s, Yanam in 1731 and Karaikal in 1738. A fifth settlement, Chandernagore near Kolkata, had already voted to join India in 1949 and is now part of West Bengal's Hooghly district.

The decisive step came two weeks earlier, at Kizhur, a village in Villianur commune on the edge of Pondicherry. On 18 October 1954, 178 elected members of the Representative Assembly and the municipal councils voted by secret ballot on the future of the settlements. 170 voted to join India and 8 voted against. Today four marble columns at Kizhur carry the names of everyone who voted that day. A few accounts date the vote to 17 October; most, including All India Radio, give 18 October.

Three days later, India and France signed the transfer agreement in New Delhi. Kewal Singh was appointed India's first High Commissioner under the Foreign Jurisdiction Act, 1947, and on 1 November he took over from the last French commissioner.

The treaty sets out citizenship, pensions, schools and the status of French.

  7. 16 Aug 1962
    De jure transfer

The two countries exchange ratifications and France gives up sovereignty.

The handover was not only a government deal. Through 1954, pro-merger leaders such as V. Subbiah, Edouard Goubert (who had earlier led the pro-French camp) and Chandrasekara Reddiar pushed the issue on the ground. Socialists raised the Indian flag at the Nettapakkam police station in March 1954, villages in Mannadipet and Bahour came under pro-merger control, and in Yanam, Dadala Raphael Ramanayya led a group that took over the administration and declared the town free.

De facto and de jure: why Puducherry has two days

"De facto" means in fact; "de jure" means in law. From 1 November 1954 India ran Puducherry, but the territory was still French in law until France approved the treaty of cession. That took eight years. The treaty was signed on 28 May 1956, the French parliament approved it in 1962, and the two governments exchanged ratifications on 16 August 1962. The 14th Amendment to the Constitution, passed later that year, made Pondicherry a Union Territory, and the four regions have been run together as one since 1 July 1963.

Before 2014, 16 August was the day the government commemorated. Freedom fighters asked for 1 November to be recognised as well, since that was when people actually saw French rule end. A committee backed the demand, and the government held the first official Liberation Day in 2014. Some older references give 28 May 1956, the treaty date, as the de jure date; the government marks 16 August 1962.

The treaty let residents choose to keep French citizenship, and it kept French as an official language until the people decided otherwise. The French connection did not end with the handover.

How Liberation Day is marked

The main function is at Gandhi Thidal on Beach Road in Puducherry. The Chief Minister hoists the national flag, inspects a police guard of honour and gives a speech, often announcing new schemes. Freedom fighters and their families are honoured, and cultural troupes perform. Karaikal, Mahe and Yanam hold their own flag hoistings on the same morning.

1 November is a gazetted public holiday for government offices in all four regions, and a bank holiday under the Negotiable Instruments Act. The government's holiday order does not give a substitute day when it falls on a Sunday.

To work out which anniversary it is, subtract 1954 from the year. 2024 was the 70th.

What to write on Puducherry Liberation Day

Mention Kizhur, a freedom fighter in the family, Beach Road or the person's own region. Tamil works for most of Puducherry and Karaikal; for friends from Mahe or Yanam, English or their own language is safer. Diwali often falls within days of 1 November, so a combined line is natural.

For parents in Puducherry
Happy Liberation Day, Amma and Appa. Seventy-odd years ago Puducherry chose India at Kizhur, and you've told me that story every November. Watch the Beach Road flag hoisting for me this year.
A freedom fighter's family
On Puducherry Liberation Day we remember Thatha, who marched for the merger when it was still risky to do so. Thank you for keeping his story alive in this family.
For a Puducherry colleague
Wishing you a happy Puducherry Liberation Day. Hope the holiday at home is full of good food and a walk on the promenade.
For friends in Mahe, Yanam
Happy Liberation Day from all of us. Mahe, Yanam, Karaikal or Puducherry, it was one vote and one country. Enjoy the holiday.
Tamil, for everyone
Iniya Puducherry Viduthalai Naal vaazhthukkal! Kizhur-il vaakkalitha 170 perukkum, adharkaaga poraadiya ellorukkum nandri. Jai Hind! (Happy Puducherry Liberation Day! Thanks to the 170 who voted at Kizhur and to everyone who fought for it. Jai Hind!)
Tamil, for parents
Amma, Appa, Viduthalai Naal vaazhthukkal. Indha murai Beach Road kodiyetram paarkka naanum varuven. (Amma, Appa, Liberation Day greetings. This time I'll come with you to watch the flag hoisting on Beach Road.)
Viduthalai Naal
Tamil for "Liberation Day".
Vaazhthukkal
Tamil for "greetings" or "best wishes".
Kodiyetram
Tamil for "flag hoisting".
Pudhuvai
A short Tamil name for Puducherry.
De facto
"In fact"; here, the day India actually took charge, 1 November 1954.
De jure
"In law"; here, the day France formally gave up sovereignty, 16 August 1962.

Do

  • Name the place or the person: Kizhur, Beach Road, a grandparent who took part.
  • Remember Karaikal, Mahe and Yanam; Liberation Day belongs to all four regions.
  • Keep the dates straight: 1 November for the handover, 16 August for the legal transfer.

Avoid

  • Don't mock France or Franco-Pondicherrian families; many have French ties and are proud of both.
  • Don't confuse it with Independence Day; Puducherry was still French on 15 August 1947.
  • Avoid tourist clichés about cafés and colonial streets in a message to someone from Puducherry.

For other regions' own days, see Hyderabad Liberation Day on 17 September and Goa Statehood Day on 30 May, or browse the 2026 calendar.

How to wish someone on Puducherry Liberation Day

A good Liberation Day wish honours the people who voted and agitated for the merger, from the 170 members who chose India at Kizhur to the freedom fighters still remembered in each region. It suits Puducherry families at home and abroad, and people from Karaikal, Mahe and Yanam. A Tamil line such as "Viduthalai Naal vaazhthukkal" lands well. Keep it about joining India, not about running down France or French-speaking families.

Write a few lines in your own words, pick a design and share it as one link on WhatsApp, Instagram or anywhere else. They open an animated card made just for them, with no app and no sign-up.

Frequently asked questions

When is Puducherry Liberation Day in 2026?

Puducherry Liberation Day 2026 falls on Sunday, 1 November 2026.

What is the difference between Puducherry Liberation Day and De Jure Transfer Day?

Puducherry Liberation Day, 1 November, marks the de facto transfer in 1954, when India took over the administration of the French settlements. De Jure Transfer Day, 16 August, marks 1962, when India and France exchanged ratifications of the treaty of cession and the transfer became legal.

What happened at Kizhur in 1954?

On 18 October 1954, 178 elected members of French India's Representative Assembly and municipal councils met at Kizhur, a village near Puducherry, and voted by secret ballot on the territory's future. 170 voted to join India and 8 voted against, which led to the transfer on 1 November 1954.

Why does Puducherry celebrate liberation on 1 November and not 15 August?

Puducherry was a French territory, not part of British India, so it stayed under French rule after 15 August 1947. French administration ended only on 1 November 1954, which is why that date is Puducherry's Liberation Day.

Which places were part of French India?

French India had five settlements: Pondicherry, Karaikal, Mahe, Yanam and Chandernagore. Chandernagore joined India after a 1949 vote and is now part of West Bengal, while the other four form today's Union Territory of Puducherry.

Is Puducherry Liberation Day a holiday in Karaikal, Mahe and Yanam?

Yes. The Puducherry government's holiday list names 1 November as a public holiday for government offices and banks in all four regions: Puducherry, Karaikal, Mahe and Yanam.

How do you say Happy Puducherry Liberation Day in Tamil?

It means "Happy Puducherry Liberation Day" or, more literally, "sweet greetings on Puducherry's Liberation Day".
